Our Executive Director of the San Patricio County Economic Development Corporation. He has great experience in non-profit management, having served as President/ CEO of the Corpus Christi Chamber of Commerce and the CEO of the Corpus Christi Association of Realtors. He also served as President of Stewart Title. He has been active in the business and civic affairs of the Coastal Bend for many years. He was a founding Director of Ronald McDonald House. President of the Corpus Christi Industrial Foundation and Secretary of the Corpus Christi Industrial Foundation and Chairman of the Board of Asbury United Methodist Church. Additionally, he served as Chairman of the Board of the Corpus Christi Convention and Visitors Bureau. He is currently a Director of the Community Development Corporation. Foster is a graduate of Texas State University, earning a Bachelor of Science and a Master’s of Arts in Political Science. He and his wife Carole, have three children and nine grandchildren.
Becky Gallagher handles the SPCEDC's day to day operations including purchasing, accounts payable, payroll, and grant administration. Other responsibilities include management of SPCEDC budget in coordination with the Executive Director, and oversees partner relations and member services.
Mark Zans coordinates mapping and GIS activities, creates and distributes maps, aerials, and other geographic products and updates and maintains the geographic database for the EDC.
Responsible for marketing San Patricio County and the San Patricio County EDC. The specific duties include Creating literature to carry out the San Patricio County EDC goals, Creating marketing and promotional materials, both print and electronic. Maintain the company’s social media as well as Research Aviation companies for STAAR (South Texas Aviation & Aerospace Recruitment), housing, economic development, and legislative matters. The assistant may also work on various research projects related to these issues or as directed by the SPCEDC Executive Director.
